C# cmd find window title of specific process by tcp port -- 2

Hey there,

I want you to find the window title of a specific process which is listening to a specific TCP port.
For example process "notepad.exe" would listen to the TCP port "12345" but the Windowtitle is "some name".
I want to find and then have "some name" as an item in a combobox then and if I select it a labels text beside of it should display me the TCP port.

The process will always be the same but I need to be able to maybe define multiple TCP ports and all need to get added as a combobox item.

Please use hidden cmd.exe to get this done. (Powershell also allowed)
(Maybe like cmd.WindowStyle = ProcessWindowStyle.Hidden;)
