build website has passbook(apple wallet gif) user can download(asp.net web form c#)

i want to build a project to have my own passbook(apple card) to my website
when the user visit my website he can subscribe to my own card and the feature is
-user register and add the card to his apple wallet
-user receive our notification
in ourside we have to
check in the page is ios or not
check the user has our card or not
we can send a push notification by user or all
check if the user still subscribe or not
also buidling api for https request
we need all that in asp.net web form ( not mvc )
