build web push notification asp.net web form

i need to build a web push notification , that i can send push notification to my client
-sql server db has 2 tables , one for user information such as id , token,..etc ,, tow to recorde messages and has, msg,url,title,body,icon,image
- api that i can use https request that has (subscribe, unsubscribe, push,register,,,)
-i can send for specific user or all
- in web page i can check if already register , has permission
- work in modern browsers (mobile, desktop) also don't forget the VAPID
i need project in asp.net not in mvc

this is sample i found and i run it , it is perfect but it is in mvc and i want it in asp web form
