Write C# program to integrate with Twitter onboarding API

I need a program written in C# (.NET) - a console app is fine, no need for any user interface, that can take a twitter user_identifier (email address) and return a user_id (number), based on the API outlined in the attached PDF.
I will place 2 milestone payments, both 50% of the total bid. I will release one milestone payment when non-error JSON is returned from the Twitter Onboarding API, and I will release the second payment, when the ID can be extracted from the JSON, and error handling is demonstrated (invalid email input).
I will only pay your bid price, do not ask for more money than your bid price, the answer will be no, and you will not get a second chance. Do not ask for money in advance, you must reach the milestone before payment is released.
