Windows macro with GUI, Screen recording program with sound and functionalities C# or VBScript or Powershell

Looking for expert coder for windows to make macro, mainly recording the screen with the sound.
I have list of links in .txt files
You should have good reviews in freelancer already.
Need to open the link in browser
This will popup game replay automatically (you will need to install the player on your PC to see the replay before we start the project).
Start running screen recorder (full screen with sound music of the game, not mic) for 4 minutes, save in sequential file name using data from the link title and .txt title.
Close the popup software.
Repeat
Various few small functions such as stop, start, choose list of txt files as input, choose output folder, put a delay before and after recording.
This project needs to be completed within 72 hours max.
FPS should be matching my screen.
.mp4 or .mov or .avi output format
Should be able to open the output video correctly in normal windows video players and adobe premiere pro.
Need basic GUI interface to select files to import, output folder, frame per second, video format avi/mp4, comrpession %, delay at start and end, duration of the recording per video. Start, Stop.
You will have to proove to me first that you have program to can record video and sound correctly viewable in widnows video reader. You will need to install the game player for testing first too. When all points clear, will start the project.
