Windows counter application

i need an exe application
-a jpg background in full screen
-counter in the middle of the screen
-when user click right arrow, add 1 to the counter
-when user click the left arrow, deduct 1 from the count
-Esc button to exit application
-when application start again, restart on previous count
-delete button to reset counter

i will provide the font used & background image
