Windows app to monitor/extract/move files (must work with windows server)

i need a simple windows app (needs to work with windows server2016+) that will monitor a folder of my choice for new folders being added that contain rar files

the rar files will be like

.rar
.r01 .r02 .r03 ect

so it will need to extract the first rar and not all

it then needs to extract the content of the rar files to a folder of my choice, it should then delete the folder/rars after a sucessfull extraction/move

a simple gui so i can see what it is doing

* it needs to work with the latest version of winrar, with a easy option to change the version e.g c:\program files/winrar instead of using a built in version

* needs to be easy to debug if there is an issue

i will prob need more features adding to it at a later date
