Budget: £750 – £1,500 GBP

I need a standalone Windows desktop or web based application that lets me create, organise, and export a question bank (categorise to easy, medium, hard type questions. The software must handle three question formats—Multiple choice, Short answer, and Essay—without relying on an internet connection.

Core requirements
• Intuitive interface to add, edit, copy, and delete questions of the three supported types. Upload questions from excel or word.
• Tagging and search so I can filter questions by topic, difficulty, or custom keywords.
• Secure local database or file storage (SQLite or similar) with backup/restore.
• Import and export options (CSV/Excel or JSON) for bulk editing and sharing.
• Printable and onscreen test-paper generator with automatic numbering and optional answer key.
• Basic analytics: total questions, distribution by tag/difficulty, last-edited date.

Nice-to-have (if time allows)
– User roles (admin vs. data-entry).
– Simple statistics on MCQ distractor performance after manual input of results.

Deliverables
1. Executable installer that runs on current Windows releases.
2. Clean, well-commented source code and build instructions.
3. Brief user guide (PDF) covering installation, main workflows, and backup steps.

Stack is flexible; I’m comfortable approving solutions built in C#, Electron, or Python with PyInstaller—whichever you work fastest in while keeping the UI responsive and native-looking.

I’ll be available for quick feedback and expect a working prototype midway so we can fine-tune workflows before final polish.
