Windows Desktop App UI Update

I need a Windows-based desktop app updated. This includes removing the Twitter function, merging two icons into one, and fixing the menu behaviour.

Specific tasks:
- Remove Twitter functionality from the app (and associated message centre notification)
- Combine the menu and display icons into a single icon
- Adjust the menu so it closes when clicking outside of it
- Remove popup message display

We have the source code for version 1.1, but the current version is 3.0.1.2. The ideal freelancer for this project should:
- Be experienced with Windows desktop app development
- Be able to work with and understand existing source code
- Have a good understanding of user interface design and functionality

Please note, I'm unsure which programming language the app is primarily written in. However, I would appreciate someone who can quickly identify this and work accordingly.

What the app does is it polls the website every 10 minutes (or whatever interval the user sets) and displays an alert icon on the task bar. It sounds an alert if the alert code is upgraded (from 5 to 4, 4 to 3, 5 to 2, etc, basically if the new number is lower, NOT higher).

It used to also display Tweets but Twitter broke that functionality, so we are removing it.

Currently, it displays two icons. The alert level as well as a menu icon you click on. Remove the menu icon and have it so if you right click on the alert icon, it will display the menu.
