Windows Bulk Email Sender App

I need a small, self-contained Windows desktop application that can blast out large batches of emails through my own SMTP server. All I want to do is drop in my server credentials (host, port, username, password, SSL/TLS toggle), load a recipient list, write or paste an HTML/plain-text message, and let the program handle the rest.
