Windows App for External Drive Monitoring

I require a Windows application that serves as a service to monitor the workstation and watch for an external drive to be connected via USB. The app will copy selected predefined custom file types to a local machine, read specific metadata from files, and build a RestAPI Post request to send along with each copied file.
