C++ Windows App: UI & Data Visualization

I need a small C++ Windows application developed in two parts. The first part is primarily focused on user interface interaction where the user input data and get guided for next steps to carry out and upon completion export encrypted short message as email attachment, while the second part will import the encrypted message and generate 1 graphs and report after some calculations. The application will specifically visualize graphs and charts. There application should not be affected / required by internet.
Key Requirements:
