C# WinForms App for Lecturer Assessment Management (Access DB, Visual Studio 2019)

I am looking for an experienced C# developer to build a Windows Forms application (WinForms) in Visual Studio 2019, backed by an MS Access database.
The application is designed to help a lecturer manage courses, assignments, students, and assessment rubrics, and to mark students based on rubrics. The solution must be simple, clean, and functional, with basic validation and a modular structure following object-oriented programming principles.

• Add/update/delete students per course.
• StudentID, name, email.
5. Rubric Management
• Each assignment has a rubric with multiple categories.
• Each category: name, percentage weight (total = 100%).

• 50–59: Merit
• 60–69: Distinction
• 70–100: Excellent
6. Student Marking System
• Lecturer selects course > assignment > student.
• System loads the rubric.
