C# Win App for WhatsApp Messaging from Individual account without (paid) WA Business API

I'm seeking a developer to create a C# Win application that sends WhatsApp messages without paid whatsapp business API. The application should facilitate the sending of text, images, or combinations of both text and attachent, the messages will be sent one by one with set/failure status.
Key Features:
- Login via QR code should be implemented for individual users, alongside a logout option and a current login status indicator.
-It should send messages to any number, means to saved contacts or non-contacts too.
- The app should display the sending status of each message.
- The app should send messages similar to the "WhatsApp messages sending in Retail Daddy".
I will be integrating it is existing application, so there is no need to spend time on design or UI, just need to functionality to be done.
My app is c# based, but its not mandatory for you to write it in C# you can write in any language.
Please not that I am not looking for whatsapp business API.
