Web api or website c#

I'm looking for an experienced c# developer to create an advanced, intermediate level web API or website with no preference on a particular framework or library. I will provide a detailed list of requirements upon the commencement of the project. The desired developer should possess strong technical expertise in c#, design, development, coding and debugging. Preferred candidates should have experience with web technologies such as JavaScript, HTML, and CSS, understanding of database query language (SQL), and utilize RESTful web services. The freelancer chosen must have a proven experience in delivering high quality software solutions as well as providing solutions to complex workflows. They must have strong communication skills and the ability to work well as part of a team. Finally, the freelancer would need to produce documentation that meets industry expectations.
