Web Page With PDF scrolling

I need a web page c# .mvc that has a very basic feature (not using 3rd part software)
The page has a loaded image (pdf file) and two textboxes.
If user focus on first text the image will scroll the pdf up and if user hits the second textbox the the page must scroll down the pdf image to the second half of image
