Web-Based Permit Application System Development

I need a skilled .NET developer to build a web-based Permit Application System using .NET 6 and C# Web APIs.

Requirements:
- 8 sequential stages (pages) for permit application details
- One stage with document upload functionality
- 10 user-facing screens with static form fields
- Upon submission, call backend APIs and persist data to an Oracle database
- User authentication via username and password
- Implement according to my detailed design layout/wireframe
