Want to add a small feature in website

I am looking for a highly experienced c# .net web developer to assist me with a project. I need someone who is familiar with creating custom-built websites, as that is my current platform. The goal is to add a feature that will allow for a membership login along with a user lock system for 1 hour in the existing login page.
