Vehicle Job Allocation Tool

I need a Visual Studio C# Windows Forms application that uses Google OR Tools to efficiently allocate 300 jobs to 100 vehicles based on start and end locations, as well as start and end times including using the vehicles home depot.

Requirements:
- Graphical user interface with forms
- Log of allocations displayed in main form

Ideal Skills and Experience:
- Proficiency in C# and Windows Forms
- Experience with Google OR Tools - THIS IS A MUST!
- Ability to create user-friendly interfaces and integrate logging functionality
