URGENT: c# utility to write image exif from image/object name

I have a bunch of images that need proper titles set on the exif property of the image. we need a simple c# utility that i can run in a folder and it will update all of the images in the folder of the exe. the only thing it is updating is the title on the image. basically just need to write the object name (minus extension) to the exif title of the file https://www.dropbox.com/s/lvp8p5id3p1y4y1/2022-10-12_12-04-40.jpg?dl=0 would be good if you dont need to update any other file attributes like creation or last mod date etc.. you can assume windows 11 machine running latest .net . i will need the exe as well as source when you are done.
