Twitch Chatbot Text-to-Speech

Hello,
Thank you for your interest in my work for hire project.
I'm looking for someone to build a proof of concept of a simple use case. The proof of concept should consist of an application that will subscribe to Twitch's IRC interface for a specific channel and when it identifies a single question in the chat it will use a very simple chat bot to answer the question and convert the answer into audio using text-to-speech. The single question could be anything you like as this is just to prove out an idea.
I would like this to be built in C# using the latest .NET version (not .NET Core or .NET Framework). I would like the NLU and simple chat bot work to be built using RASA. I would like the TTS piece to be built using Mozilla TTS. Finally, I'd like all this wrapped up neatly in a docker container.
Upon completion prior to payment and delivery I would like some screenshots and a brief video of the proof of concept working in a test environment.
For delivery, I would like the code to be provided via a private git repo on github.
