Trial Monitor

I need a website to track and send notifications(via emails) for clinical trials when submission dates are approaching. Need to allow for admin users to define how long prior to due date, emails need to be sent for each event.
The website needs to be access controlled, and allow for different user roles to view or modify data.
Ideally developed in C#.net with a SQL Server database.
