Teltonika & Ruptela remote tachograph company card reader and server side socket connector

I am after a smart card reader service building to read digital tachograph company cards which then remote authenticates a digital tachograph, this project will need to work with single smart card readers and also lisle of design hyper racks.
We then need the server side software building so we can connect to the tachograph and produce a .ddd file.

We have the documents from both Ruptela and from Telonika, this project will require c# and java knowledge.
