TcpClient/Server with protobuf-net Application

Add some new functionality to the TcpClient/Server WPF apps we have already developed.
We are using protobuf-net for serialization.
Client environment : .Net Framework 4.8
Server environment : .Net Core 3.1
Requests
- Enable SSL, switchable ON/OFF.
- Compression of communication data, switchable ON/OFF
- Add communication timeout error setting
- If it is possible to optimize communication, please modify it.(Address memory leaks, etc.)
