TCP/IP Bi-Directional Interfacing with medical lab analyser EM DESTINY 180

We need a desktop application developed in dot net (either in vb.net or C#). We need Bi-Directional TCP/IP Interfacing with clinical laboratory analyser EM DESTINY 180. ASTM Protocol to be used. The application should send the test requests/ test order to the analyser and get the results from the analyser then decrypt the received data from the analyser as per the ASTM manual of the analyser and show it in the application form and save it as a dot CSV file. The user may send the reports from the lab analyser manually, in that case, the application, installed in LIS PC, should read the data from the TCP/IP interface and decrypt the received data and show it in the application form and save it as a dot CSV file. The analyser PC and the LIS PC will be connected through the RJ45 LAN cable.
The code of the desktop application must be written in either VB.net or C# using dot net framework 4.5.2 or higher version. No third party DLL be used.
We will be the sole owner of the source code once delivered and we will have all the rights to modify, sell, resell. No upfront. No payment before successful completion of the job.
