TCP Comms Server with Socket Handler/Listener with MSSQL and XML

I am looking for a skilled developer to create a TCP Server Listener with MSSQL integration and Config Tool. The purpose of the listener is to capture real-time communication strings from clients.
The Data string should get stripped and the fields written into MSSQL DB or XML Text File. I want to be able to configure the String Fields, SQL server address, logon, password, tablenames etc. I have a rough idea of the MSSQL database schema, but I am open to suggestions and guidance from the developer.
The TCP Server Listener should be developed using C#. The ideal candidate should have experience with C# programming, MSSQL database integration, and real-time communication protocols. Strong communication skills and attention to detail are also important.
