Build an Offline Resale Filter Tool for Amazon Media Items (CSV or Local Lookup)

Description:
We need a standalone software tool that can run offline, without any internet connection, to filter media items (books, DVDs, CDs) for resale on Amazon — using a local dataset for price and sales rank.

What the tool should do:

Accept batch input (ISBNs/barcodes) from a file (CSV or TXT)

Match against a locally stored database or file of Amazon prices/ranks

Apply predefined rules (e.g. “Price > £6 and rank < 150,000”)

Output each item as:

Accepted

Rejected

Export results or show in simple format (CSV or on-screen)

Requirements:

No internet access during use

Fast local lookup (SQLite, JSON, or other method)

Must be easy to operate — no tech knowledge required

Optional but helpful:

UI or installer

A way for us to update the local dataset (manually or script-based)

Ideal skills:

Experience with offline database tools or file processing

Python, C#, or other local scripting options

Focus on speed and simplicity
