I need a bespoke Windows software to be developed that can write a predefined intention into a file repeatedly, until it reaches a custom file size. The outcome should be a generator file (like a talisman) that can be stored on a flash drive. Here are the specifics required for my project:

- Ability to Write Specific Text: The program should be able to write a specific text that I define into a text file repeatedly until the filesize is reached.

- Format of Output File: The produced talisman should be in a text file format.

- Modification of Intention Text: It's crucial that the software should have functionality that allows modifications to the intention text even after the initial setup.

As for who is ideally suited to take on this project, an experienced software developer with solid knowledge of Windows-based software development is needed. Prior experience with projects concerning text modifications and encoding would be a bonus. I will need a command line version of the software as well.
