Solana Token DAPP

I am looking for a developer that can create a DAPP using Solana Tokens and C# / .net backend
The Developer should have some experience with Solana/Rust as well as Solnet https://github.com/bmresearch/Solnet
The DAPP would authorize user based upon possession of a NFT and then allow the user to "spend" the token by sending it to an address.
