Software developer for desktop application

I would like to have a desktop application created in order to help automate LiDAR point cloud extraction. File formats could be either e57, LAS, DOT, PTX etc and the goal would be to drag and drop one of these files and have linework, spot shots, other survey work automatically extract from these point databases. If you are a software developer and think you can help to create this or maybe even just teach me where to start I’d like to have this built- if it is possible.
