I need a developer to create a simple desktop application that runs full screen and remains sticky in the background of all other running applications. The app should have no options to minimize or close and should automatically restart if closed from the taskbar. The application will display two image banners and three buttons.

Re-Start: Force restart the computer.
Shut Down: Force shut down the computer.
Best Epos: Opens the Best Epos application located at C:\Users\{CurrentUser}\AppData\Local\Programs\BestEpos\BestEpos.exe.
Banners:
Banner: Displayed when the internet connection is available. If the link does not work, the offline banner should be shown instead.
Requirements:
The application must cover the entire desktop and remain in the background of other running apps.
No minimize or close options should be available.
If the application is closed from the taskbar, it should reopen immediately.
Compatible with Windows 7, 10, and 11.
It should be compatible with Screen sizes: 1024 x 768 up to 1920 x1080
