SVG Transformation Fix in ASP.NET CAD Viewer

I need an expert in ASP.NET Web Forms to troubleshoot and fix the incorrect SVG transformations in my CAD viewer. The current issues include:

- Duplicated CAD layers after updates
- Layers rendering upside-down or mirrored due to incorrect transformation matrices
