IT Recruiter bilingual with experience in Talent acquisition from Latam

We are looking for someone with verifiable experience with recruiting bilingual technical developers from colleges in Southamerica.
What will you do:
Source software engineers experienced in C#, Java, and Microsoft object-oriented programming language.
Use Social Media to source candidates and use other techniques for recruitment.
Perform phone screens to ensure candidates possess the proper qualifications before interviews.
Conduct in-depth interviews to qualify/disqualify candidates.
Create and send job offers.
What you will need to accomplish:
Produce 10 Top Computer Science/Programmers with a strong knowledge of Object-Oriented Programming who are Bilingual and interested in joining our company
Interact with at least 3 Top universities and get us connected with the Computer Science Department for further recruiting
Guidance to us for anything that our marketing team needs to be able to do to recruit top candidates.
Payments will be in line with averages in-country for experience and education.
