Real-time H.265 RTP Video Display App

I'm looking for a skilled C#/WPF developer to create a windows application that will display a streaming H.265 video feed from a camera in real-time.

Key Requirements:
- The application should be programmed in C# with WPF for the user interface.
- The main window of the application will serve as the single display for the video stream.
- The video stream will be sourced from an H.265 encoded RTP/UDP video stream.
- The video feed must be displayed in real-time.
- The video should use the gStreamer framework (not FFMPEG)
- It should have a decoding latency of less than 200 ms
- If you do not have a camera that can stream RTP (not RTSP!), you will need to use FFMPEG or gStreamer to create such a video feed from a .mp4 file for testing purposes.

Ideal Candidate:
- Proficient in C# and WPF.
- Experience with video streaming protocols and technologies, particularly RTP/UDP.
- Familiarity with H.265 video encoding.
- Ability to design a clean and user-friendly interface for the application.
- Strong problem-solving skills to handle potential real-time video display challenges.
