Profinet Driver Development with Web Interface

I'm looking for an experienced C# .NET Core developer to create a Profinet driver that operates as a Windows service. The application should have a web interface for configuration and management of the driver, and function as a RESTful API for data access.
Key requirements:
- The driver will collect sensor readings and send it to a specified endpoint.
- It should manage its own cache, which size can be configured based on the number of days of data retention.
- The web interface should allow for driver operations management (start/stop/restart), endpoint configuration for data transmission, and cache size and retention settings.
- The driver should use Basic Authentication for its RESTful API.
