Party Planner application and database

this application will allow a Party Planner to retrieve previously written plan content so that it can be reused in the Party Plan the planner is currently writing. Note: the planner is writing in Microsoft Word and this application is intended to provide previous content in a cut-and-paste form for the plan writer to leverage.
The attached deck is intended to provide sufficient detail for the freelancer to understand the intent. This application and database will run on a standard stand-alone Windows laptop.
Any solution that supports the intent and can run in Windows will be considered. I would prefer something good that comes quickly at a lower cost over something great that takes a long time or is expensive.
