Outlook plugin to check recipient email

I need a plugin of Microsoft Outlook desktop version that checks the recipient email address agains a web service. The email address shall be passed in MD5
I the email fo the recipient is found a prompt may say to the user that the recipient is listed so that the user may decide to remove the recipient or send anyway.
