OpenCV c# WPF .Net6

Hi,
Looking for someone to write a function that uses OpenCV to do the follow with both a MOV example file, and a MP4 example file. These files can be hardcoded, for this:-
So:-
1) The function will take a list of TimeSpan objects, that indicate the time amounts at which to take picture snapshots.
2) Load the video into OpenCV (so only the once needed to load this into an OpenCV object, for taking all images from, and not instantiated per image needed). This will streamline the extraction of images, and be better performant than loading the video every single time, before an image extraction.
3) Obtain an Image for each frame in the List<Timespans>, and save this to a temporary directory.
4) Taking the Image also, add this to to a List control on the UI, so this can be visualized.
Just a quick listbox is needed, and this function that is called, once per video type is only needed. Don't worry about the UI, as it is the OpenCV function that is of importance.
If you have done this before , then please let me know as I am looking for someone to start right away on this project.
