Notification listener

Hi. I want to write a program that acts based on Windows desktop notifications, but in researching how to do this I am getting frustrated. I can't find relevant info, it keeps leading me to mobile stuff. I'm throwing my hands up in exasperation and hoping to hire someone to write me code to do it.
