Ninjatrader7 to whatapp notifications system

I am looking for a skilled freelancer to help me develop a Ninjatrader7 to Whatsapp notifications system. I want the system to be developed in C# and I will be expecting the freelancer to have the relevant experience in order to be successful in their application.
In this project, I need to incorporate audio and txt bases notifications which will alert me whenchanges that occur in the market such as when a bearish candle stick close under Moving average and when a bullish candle stick close above the moveing average.The system should also have a start time of when to start receiving notifications and an end time of when to stop receiving notifications.
