Network Topology Design Tool

We require a network topology design tool with the following features:
1) Provide the ability to : open , edit and create high level network diagrams consisting of :
Network elements , weighted edges and with abundant supporting information such as : edge distance (in km) , link utilization , SRG# and more.

2)Accept customer requirements in a modular format and provide an appropriate solution:
allow entering requirements such as : rate (1,10,100,... Gbps) , source NE , destination NE , diversity requirements and other restrictions if needed and for the tool to search the topology for the best path to use while clearing all restrictions. then a modular BOQ request is created in an outlook email format to send to vendors.

* it's required for this project to be a Desktop application running on different versions of windows : win 7,8,10,11.
*it's required to design the software and GUI in professional manner and to be as simple as possible reducing time and number of clicks and windows needed to fulfil the tasks.
*it's required for the code to be readable with plenty of comments to explain how it works internally.
*it's required to have a full document explaining every part/variable/function in the project.
*it's preferred to use python if applicable , but feel free to suggest and other language/platform with proper justification.
