Need to generate MS-Word file with perfect spacing among paragraphs and lines from html file.

I am currently generating MS-Word docx files from the HTML template but the spacing among paragraphs and lines is not consistent. I have attached a sample Html file with its current output and expected output. I have also attached the C# function which I'm currently using to generate the MS Word file.

I need it to be done using C# OpenXML and avoid using Office Interoperability.
