C# Natural Language Process using NER (Name Entity Recognition)

This application must be developed using the following:
1. Visual Studio
2. .Net 4.8 Framework
3. Winforms
4.Open Source NLP/NER
5. C#
The application must use textual OCR data (data will be provided) and convert it to three lists:
1. Location List
2. Entity List
3. Person list (Parsed First, Middle, Last, Suffix)
These lists shall NOT have any duplicate entries.
This is not a web based application, it is desktop based.
These are the requirements and should be pretty easy to understand.
