.NET Textbox with Min-Max Validation

I'm urgently in need of a skilled .NET developer to implement a TextBox with validation features. The TextBox should validate both minimum and maximum values. The final delivery should be a dll.
The control (textbox) must appear with the value, and by clicking on it, it must open a window with an input field and the min and max values. Please refer to the illustration attached: in the file "BASE1", I am planning to add several of these controls to capture some parameters. I only need one field, which I can copy as many times as I need. In file OPENWINDOW I have the requested window to enter the value, with minimum and maximum displayed. There is no need to to add the "keypad" button or control. Only text input.
