.NET MAUI standard project template with auto-navigation defined to an external URL

Create a standard .NET MAUI project with the latest Visual Studio 2022 Preview with Blazor WebView. Instead of the standard "wwwroot\index.html" in the project, modify it to auto-navigate to a known/fixed eternal URL defined in a setting value. Remove any unused wwwroot files and code from the project.

Goal: To have a standard .NET MAUI project that can be configured to launch a web site from inside the Blazor Web View component
