Mono ASP.NET REST API Web Site

I need a POC Mono ASP.NET website created to enable me to fast track a project I am working on. I do not need a full website, just a POC that delivers information into a System.Data.DataTable for insertion using our existing code into multiple databases.
Showing concepts of security by incorporating OAUTH or at least a strong authentication strategy is required. This is the key element of the project. Being able to generate an OAUTH key is key to the security.
I am happy for it to be written in C# on .Net Studio and I can transfer to Linux, but the person must be available to help with that process.
