Make a C# program that shows an icon in Windows explorer samt list a collection of shortcuts. Need to be written in C# and only bid if you are very experienced C# programmer.

I need a highly experienced C# programmer to create a program that lists a collection of file and folder shortcuts. The program should have a simple and minimalistic user interface, and should display an icon in Windows explorer. The ideal candidate should have extensive experience in C# programming. Result need to be a C# class that we can use to administrate (add, edit, remove) and set properties of the main node(name, icon, and so on).
