MVC in .Net for Vulnerability Management

I want a MVC project in .Net (C#) that
1. has user management - CRUD and Roles for CRUD inside.
2. I can create a customer - CRUD.
3. I can create a Project and associate it to a customer - CRUD.
4. I can upload a Excel document with images (Evidences) and create items - vulnerabilities on the project.
5. I can associate this items to a user (for follow up).
6. This items have a State - and I can change the state depending (Vulnerable, Mitigated, Etc).
I can create the DB - Tables (MSSQL) so you can work on.
