License Key check webservice

I need a web service that checks if a user is authorized or not by checking its email and key against an existing list. This web service will be hosted on Azure and will be called from C#/VB .NET code.

I should also be able to edit the list of valid/licensed emails and keys securely through a web interface using a mobile device or desktop computer.
