Implement and edit an existing software (code) on a web -- 3

I have a software code built on a simple web site that i want to run on a server that i will rent.
I will need a developer to implement and run it on a web, additionally and more imporant to be able to edit it from time to time and add new features.
Description about the (existing) program from past project:
I use a program that produce PDF file including content inside.
After the program creates the PDF file, it is printed on A4 size, taking almost 100% of the A4 size.
Idea is to reduce size of the image inside the PDF to approx. 70%-75% of the page. (details on the page should be in high quality/very readable)
Then, in the new available 30% space should be entered some kind of a checklist template that I will create in excel file or similiar (should be few options of templates to choose from, templates should be able to be edited from time to time due to possible changes).
The web software need to be a elaborated, quick, well designed creative software.
There need to be about 5-6 options for templates to choose.
Templates need to have an option to be changed, if some editing need to be made for them, however their size will not change, always filling in the 30% space.
Template will be enter in the 30% space in “L” shape and opposite.
The procedure need to be smart, quick and easy to use.
The user choose the template he wants, one of the 5-6 templates he have as option, add the pdf file that he got and send it to print.
When printed , he gets the pdf file and the template combine perfectly together, saving the high quality of the original PDF image, and being printed together on the A4 page.
There need to be an option for saving the file.
Option sending to printer.
Option to drag file from outlook into the program / from desktop.
